The Council of Ministers
This is the forum in which Ministers from the Member States can meet to consider the EU’s legislation and policies in their area of responsibility. For example, Ministers for Agriculture from the 27 Member States would attend the Agriculture and Fisheries Council. Public sessions of the Council of Ministers can be viewed online.
In total, there are ten different formations of the Council of Ministers: General Affairs; Foreign Affairs; Economic and Financial Affairs; Justice and Home Affairs; Employment, Social Policy, Health and Consumer Affairs; Competitiveness; Transport, Telecommunications and Energy; Agriculture and Fisheries; Environment; Education, Youth, Culture and Sport.
Meetings of the Foreign Affairs Council are chaired by the EU’s High Representative for Foreign Affairs and Security Policy, Baroness Catherine Ashton. All the other Council formations are chaired by the Minister of the country that holds the EU Presidency.
